Record-setting X-ray jet: X-rays from supermassive black hole 12.4 billion light years from Earth

ScienceDaily (Nov. 28, 2012) ? A jet of X-rays from a supermassive black hole 12.4 billion light years from Earth has been detected by NASA's Chandra X-ray Observatory. This is the most distant X-ray jet ever observed and gives astronomers a glimpse into the explosive activity associated with the growth of supermassive black holes in the early universe.

The jet was produced by a quasar named GB 1428+4217, or GB 1428 for short. Giant black holes at the centers of galaxies can pull in matter at a rapid rate producing the quasar phenomenon. The energy released as particles fall toward the black hole generates intense radiation and powerful beams of high-energy particles that blast away from the black hole at nearly the speed of light. These particle beams can interact with magnetic fields or ambient photons to produce jets of radiation.

"We're excited about this result not just because it's a record holder, but because very few X-ray jets are known in the early universe," said Teddy Cheung of the National Academy of Sciences, resident at the Naval Research Laboratory in Washington DC, and lead author of the paper describing these results.

As the electrons in the jet fly away from the quasar, they move through a sea of background photons left behind after the Big Bang. When a fast-moving electron collides with one of these so-called cosmic microwave background photons, it can boost the photon's energy into the X-ray band.

"Since the brightness of the jet in X-rays depends, among other things, on how fast the electrons are moving away from the black hole, discoveries like the jet in GB 1428 tell us something about the environment around supermassive black holes and their host galaxies not that long after the Big Bang," said co-author Lukasz Stawarz from the Japan Aerospace Exploration Agency in Kanagawa, Japan.

Because the quasar is seen when the universe is at an age of about 1.3 billion years, less than 10% of its current value, the cosmic background radiation is a thousand times more intense than it is now. This makes the jet much brighter, and compensates in part for the dimming due to distance.

"We're lucky that the universe gives us this natural amplifier and lets us detect this object with relatively short exposures," said co-author Aneta Siemiginowska, of the Harvard-Smithsonian Center for Astrophysics in Cambridge, MA, "Otherwise we might miss important physical processes happening at very large distances from Earth and as far away as GB 1428."

While there is another possible source of X-rays for the jet -- radiation from electrons spiraling around magnetic field lines in the jet -- the authors favor the idea that the cosmic background radiation is being boosted because the jet is so bright.

Prior to the discovery of the jet in GB 1428, the most distant X-ray jet known was 12.2 billion light years away, and another is located at about 12 billion light years, both discovered by authors of the GB 1428 paper. A very similar shaped jet in GB 1428 was also detected in radio waves with the NSF's Very Large Array (VLA).

The particle beams that produce these three extremely distant X-ray jets appear to be moving slightly more slowly than jets from galaxies that are not as far away. This may be because the jets were less energetic when launched from the black hole or because they are slowed down more by their environment.

The researchers think the length of the jet in GB 1428 is at least 230,000 light years, or about twice the diameter of the entire Milky Way galaxy. This jet is only seen on one side of the quasar in the Chandra and VLA data. When combined with previously obtained evidence, this suggests the jet is pointed almost directly toward us. This configuration would boost the X-ray and radio signals for the observed jet and diminish those for a jet presumably pointed in the opposite direction.

Observations were also taken of GB 1428 with a set of radio telescopes at different locations around Earth that allows details to be resolved on exceptionally small scales. They revealed the presence of a much smaller jet, about 1,900 light years long, which points in a similar direction to the X-ray jet.

This result appeared in the September 1st, 2012 issue of The Astrophysical Journal Letters. Other co-authors of the paper are Doug Gobeille from University of South Florida in Tampa, FL; John Wardle from Brandeis University in Waltham, MA; and Dan Harris and Dan Schwartz from the Harvard-Smithsonian Center for Astrophysics.

The Intellectual Property Depart-ment has suggested that to reduce their IPR-related costs, companies - in particular small and medium-sized enterprises - should cooperate with fellow businesses with a view to increasing their bargaining power when purchasing software. Speaking at yesterday's "How to Export to the US by Not Violating Unfair Competi-tion Act", Pajchima Tanasanti, director-general of the department, said Thai enterprises needed to be more aware of the need to use legal software and respect copyright in their trading, as well as in other operations or |activities.

Otherwise, she said, they could lose trading opportunities in the United States and other markets after implementation of the Unfair Competition Act (UCA) in the US in June 2010.

The law is currently enforced in only three US states - Washington, Louisiana and Massachusetts - but is likely to be implemented in another 36 states and three territories soon.

Pajchima said that if enterprises continued to use illegal or unlicensed goods, they could face difficulties and huge losses for violating IPR law and the UCA.

"If Thai enterprises are more aware about using legal software, they will also get a competitive edge for accessing Asean markets under the upcoming Asean Economic Com-munity," she added.

Moreover, companies should be aware of developments concerning the use of child labour, as the United States is also considering including this under the UCA.

In its effort to alert Thai businesses to these dangers, the department recently wrote to the Board of Trade of Thailand and the Thai Chamber of Commerce, as well as to the Federa-tion of Thai Industries, asking them to raise their members' awareness.

The warning comes after a Thai seafood producer and exporter was fined US$10,000 (Bt307,000) last month by a Massachusetts court for using unlicensed software at its plants, which produce items for the US market.

Pajchima said the government had over the past two years organised seminars to educate enterprises on the need to use licensed software. How-ever, many businesses still fail to comply with the law, which is why some are getting into difficulties with the authorities.

That said, the cost of legal software may be prohibitive for many SMEs, so they should cooperate with one another to increase their bargaining power and buy more cheaply, she said.

According to the department, the software industry in Thailand was worth Bt60 billion last year.

The software violation rate stood at a high level of 72 per cent, compared with an average of 42 per cent |globally.

The US authorities claim that companies based in that country lost Bt9.77 billion as a result software violation in Thailand last year.

Wal-Mart, Sean Combs clothing at Bangladesh factory

Amid the ash, broken glass and melted sewing machines at what is left of the Tazreen Fashions Ltd. factory, there are piles of blue, red and off-white children's shorts bearing Wal-Mart's Faded Glory brand. Shorts from hip-hop star Sean Combs' ENYCE label lay on the floor and are stacked in cartons.

An Associated Press reporter searching the factory Wednesday found these and other clothes, including sweaters from the French company Teddy Smith, among the equipment charred in the fire that killed 112 workers Saturday. He also found entries in account books indicating that the factory took orders to produce clothes for Disney, Sears and other Western brands.

Garments and documents left behind in the factory show it was used by a host of major American and European retailers, though at least one of them ? Wal-Mart ? had been aware of safety problems. Wal-Mart blames a supplier for using Tazreen Fashions without its knowledge.

The fire has elevated awareness of something labor groups, retailers and governments have known for years: Bangladesh's fast-growing garment industry ? second only to China's in exports ? is rife with dangerous workplaces. More than 300 workers there have died in fires since 2006.

Police on Wednesday arrested three factory officials suspected of locking in the workers who died in Saturday's fire, the deadliest in the South Asian country's less than 35-year history of exporting clothing.

Local police chief Habibur Rahman said the three will be questioned amid reports that many workers trying to escape the blaze had been locked inside. He said the owner of the factory was not among those arrested.

The three officials were arrested Wednesday at their homes in Savar, the Dhaka suburb where the factory is also located. Rahman did not identify the officials or give their job status.

About 1,400 workers worked at the plant, some 70 percent of them women. Most are from the north, the poorest region of Bangladesh.

Workers who survived the fire say exit doors were locked, and a fire official has said that far fewer people would have died if there had been even one emergency exit. Of the dead, 53 bodies were burned so badly they could not be identified; they were buried anonymously.

The fire started on the ground floor, where a factory worker named Nasima said stacks of yarn and clothes blocked part of the stairway.

Nasima, who uses only one name, and other workers said that when they tried to flee, managers told them to go back to their work stations, but they were ignored.

Dense smoke filled the stairway, making it hard to see, and when the lights went out the workers were left in total darkness. Another worker, Mohammad Rajib, said some people used their cellphones to light their way.

"Everyone was screaming for help," Nasima said. "Total chaos, panic and screaming. Everyone was trying to escape and come out. I was pulling the shirt of a man. I fainted and when I woke up I found myself lying on the road outside the factory.

"I don't know how I survived."

Rajib said the factory conducted a fire drill just three days before the fire broke out, but no one used the fire extinguishers. "Only a selected group of workers are trained to use the extinguishers. Others have no idea how to use them," he said.

The AP reporter who examined the factory Wednesday saw dozens of fire extinguishers with tags indicating they were inspected early this month. Many appeared unused.

Workers expressed support for the factory owner, Delwar Hossain. Rajib said he is "a gentle man" who heeded workers when they protested for more pay and against rough behavior by some managers.

"He took action and fired some of them," he said. "He did not sack any worker. He told us: 'You are my people. If you survive, I will survive.'"

Most the fire's devastation took place on the second and third floors. Sewing and embroidery machines and tables burned to ashes, ceiling fans melted and floor and wall tiles were broken, apparently because of excessive heat. Thick black ash covers everything in the upper floors of the eight-story building.

Much of the clothing on the lower floors was incinerated. Nightgowns, children's shorts, pants, jackets and sweat shirts were strewn about, piled up in some places, boxed in others. Cartons of kids' hooded sweaters, off-white with red and black print, were marked "Disney Pixar."

There were also at least four register books listing buyers including Wal-Mart, Disney, Sears and other companies. Also listed was Li & Fung, a Hong Kong-based buying house that is among the biggest suppliers of garment products from Bangladesh. Li & Fung issued a statement Monday saying it placed orders at the factory for just one company, Kids Headquarters, and that the value of those orders totaled just $111,000.

Prime Minister Sheikh Hasina and Interior Minister Muhiuddin Khan Alamgir have said arson is suspected. Police say they have not ruled out sabotage.

Wal-Mart had received an audit deeming the factory "high risk" last year, said it had decided to stop doing business with Tazreen, but that a supplier subcontracted work to the factory anyway. Wal-Mart said it stopped working with that supplier on Monday.

Calls made to The Walt Disney Company and to Sears Holdings were not immediately returned.

Local TV reports said about 3,000 garment workers held protests over the fire Wednesday, blocking roads and throwing stones at some factories and vehicles. It was the third straight day of demonstrations, and as they did previously, factories in the area closed to avoid violence.

Police used batons to disperse the protesters, but no injuries were immediately reported.

According to local television, most factories in the area closed after opening briefly because of the protests ? a common tactic to avoid violence.?

It is being reported that a 23 year old woman, Mallory Owens was brutally beaten by her girlfriend?s brother because he didn?t approve of his sister?s relationship.

The beating came after Alex Hawkins brought her lover, Mallory Owens to a family Thanksgiving dinner which led to her 18 year old brother Travis Hawkins Jr taking intense displeasure at the fact that she was involved in a lesbian relationship. It is said after the dinner, Travis Hawkins knocked Mallory Owens to the floor before proceeding to savagely pummel her face with his fists.

Said Kristi Taylor, Mallory Owen?s mother: ?He tried to kill her. He?s lucky he didn?t kill her. She?s lucky to be alive. I didn?t recognize her when I got here. It?s hard to look at her like that.?

Pursuant to the beating the young woman was hospitalized and treated for a broken nose and numerous lacerations as well multiple skull fractures. Her eyes were swollen shut after the brutal beating and she had to receive facial reconstruction surgery.

According to Kristi Taylor there had been ongoing friction between her daughter and that of the Hawkins family who dissented over their daughter?s relationship with Mallory Owens.

Media outlet WKRG-TV reports that earlier this year, Hawkins allegedly hit Miss Owens over the head with a pipe wrench. While injured during that attack, no charges at the time were filed.

Upon hearing that her daughter would be joining the Hawkins family for thanksgiving dinner, Kristi Taylor urged her daughter otherwise: ?I did not want her to go, I begged her not to go, knowing how the family felt about her. But she said, ?They?re trying to be nice.??

Since the brutal beating a Facebook group entitled ?Charge Travis Hawkins Jr with the attempted murder of Mallory Owens? has sprung up on Facebook, garnering nearly 600 likes in less than a day.

But it gets worse, according to Miss Owens? sister Avery Godwin, she?told AL.com that Travis Hawkins later called her on Friday to say ?that he would finish what he started last night with Mallory.?

WKRG goes on to report that discord within the Hawkins family has been an ongoing state of affairs with the revelation that Travis Hawkins was hospitalized in January of 2011 after allegedly being shot in the chest by his father, Travis Hawkins Sr.

The outlet goes on to report that Travis Hawkins Sr was later released on bail and the case was never brought to trial after his son refused to testify against him.

Since the attack, Travis Hawkins Jr has been arrested by authorities and charged with second degree assault and consequently later released the same day after making bond. Although some reckon he ought to be charged with attempted murder as well as perpetrating a hate crime, something that Mallory Owen?s family has at present declined to pursue.

What?s equally disturbing is why the story took concerted efforts from one Facebook user Sonia Mason?to make it to the mainstream press, having only made headlines 4 days after the incident first took place.

Ultimately one has to wonder how such a crime was able to be perpetrated in the first place and why for that matter the state of Alabama does not have a clause for assault against another human being strictly because of their sexual orientation classified as a hate crime? Then again that may tell us something about the general attitude towards same sex couples in certain quarters of the country and the implicit state condoning of such behavior and attitudes which to some degree embolden intolerance towards same sex couples.

One also wonders about the general degree of dysfunction in the family and the malicious behavior of male role models in the Hawkins family, which may suggest a lot why Alex Hawkins chose to be a lesbian in the first place?

Mexico, Texas institutions unite to wage war on tobacco

Collaboration engages UT MD Anderson Cancer Center?s Moon Shots Program cancer prevention and control platform

The University of Texas MD Anderson Cancer Center, the National Institute of Cancer of the United Mexican States, and the Commission of National Institutes and High Specialty Hospitals joined forces today in Mexico City, signing an agreement to develop prevention and control programs to reduce tobacco use in the United States and Mexico, with a focus on Mexican and Mexican-American youth.

MD Anderson President Ronald A. DePinho, M.D., the Commission of National Institutes and High Specialty Hospitals Commissioner, Romeo Rodr?guez, M.D., Sc.D., and the National Institute of Cancer of the United Mexican States Director General, Alejandro Mohar, M.D., officially signed the agreement as a commitment from the institutions to create a comprehensive evidence-based smoking and tobacco-cessation campaign together targeting the Mexican population. Mexico?s Secretary of Health Salom?n Chertorivski signed as a witness of honor at the ceremony.

DePinho says the collaboration is the first flagship project from the cancer prevention and control ?platform? of MD Anderson?s Moon Shots Program focused on converting academic knowledge into effective anti-smoking strategies for the population in Mexico and across Texas. The unprecedented Moon Shots Program is an aggressive and milestone-driven effort initially targeting eight cancers with an end goal of dramatically accelerating the reduction of all cancer deaths. The platforms are supporting infrastructure, technologies or processes that will support all of the moon shots. Cancer control in the population is a major emphasis for the Moon Shots Program.

?This agreement will advance tobacco prevention and cessation efforts drawing on the experience and expertise of both partners, while providing new opportunities to develop more progressive programs, services, policies and initiatives for both countries,? DePinho said. ?Although our initial approach is to start with Texas and Mexico, the overall goal is to develop a model that will scale for the United States and other Spanish-speaking countries around the world.?

The Mexico and Texas Tobacco Control Initiative?s intent is to contribute to legislative and policy initiatives and collaborate on clinical and community services and educational programs that can be implemented in neighborhoods, educational institutions, places of employment and public establishments.

Rising incidence of young smokers creates an adult problem

Tobacco is the leading cause of preventable cancer deaths, killing more than 1,200 Americans every day. According to the 2012 U.S. Surgeon General?s report, 3.6 million American middle and high school students smoke cigarettes including one in four high school seniors. Every day, more than 3,800 young people start smoking and many will become lifelong customers, accounting for the 94 million current and former smokers in the United States alone.

The United States is not alone in this concerning epidemic. According to data published in the 2006 Centers for Disease Control and Prevention?s Global Youth Tobacco Survey, 27% of youth ? ages 13 to 15 ? in Mexico City smoke. Of that same age group, 60% are exposed to secondhand smoke in public places, and 46% are exposed to secondhand smoke at home.

?Although we?ve developed several programs during the years to address smoking incidence, few projects are in place for tobacco control directed toward children. I believe this collaboration will help establish a stronger effort targeting youth, educating and protecting children, while ultimately lowering deaths due to smoking on both sides of the border,? Secretary Chertorivski said.

Combatting the tobacco industry?s marketing strategy with one of our own

Today, aggressive marketing campaigns from the tobacco industry are attracting a younger population of smokers and tobacco users. From enticing cigarette packs, fruit-flavored tobacco, electronic cigarettes and smartphone apps encouraging teens to smoke, the battle to prevent teen smoking and thus prevent health complications and diseases, including cancer, continues to be challenging.

?Comprehensive and culturally-tailored programs incorporating policy interventions, public education and tailored services are important factors in preventing smoking-related cancers,? said Ernest T. Hawk, M.D., M.P.H., division head and vice president of the Division of Cancer Prevention and Population Sciences at MD Anderson.

Secretary Chertorivski said they will start with integrating established
MD Anderson programs in Mexican communities and the educational system, such as ASPIRE (A Smoking Prevention Interactive Experience). The web-based smoking prevention and cessation program for children and teens launched a Spanish-based curriculum just last year.

?We must not only deliver services that help control cancer, but also inspire parents, educators, legislators and many others to help us stop this disease before it starts. Prevention and early detection of cancer are the future,? DePinho said.

Venezuela's Chavez heads to Cuba for medical treatment

CARACAS (Reuters) - Following a nearly two-week absence from the public eye, Venezuelan President Hugo Chavez will travel to Cuba on Tuesday for medical treatment, months after he underwent chemotherapy and radiation for cancer there.

Chavez, 58, staged what appeared to be a remarkable comeback from an undisclosed type of cancer diagnosed in June 2011, and traveled frequently to Cuba for chemotherapy and radiation therapy in the subsequent months.

In October, he was re-elected for a third term.

Venezuela's Congress on Tuesday gave him permission to return to the Communist-run island for additional medical treatment.

"Six months after I completed the last radiation therapy treatment, it has been recommended that I begin a special treatment consisting of various sessions of hyperbaric oxygenation," Chavez wrote in a letter to the legislature read by congressional leader Diosdado Cabello, a Chavez ally.

"Together with physical therapy, (this) will consolidate the process of strengthening my health."

Hyperbaric oxygenation involves breathing pure oxygen while in a pressurized chamber, according to the American Cancer Society.

Cabello made no mention of cancer.

Cat Adoption Team has 48 surgical slots available between Dec. 4 and Dec. 7. Surgeries will be performed at CAT?s in-shelter hospital, 14175 S.W. Galbreath Drive in Sherwood.

Transportation to the shelter from Washington County Animal Services will be available on a limited basis; ask about transportation assistance when you schedule your cat?s appointment.

Oregon Humane Society plans to spay or neuter 300 cats on Dec. 5 at the shelter, 1067 N.E. Columbia Blvd. in Portland. Cats that are spayed and neutered at OHS or CAT will also receive a free FVRCP vaccine.

The remaining surgeries will take place at?Multnomah County Animal Services in Troutdale, the Humane Society for Southwest Washington in Vancouver, and the Feral Cat Coalition of Oregon, which will spay and neuter stray or feral cats

To qualify, cat owners must live in Multnomah, Washington, Clackamas, or Clark counties and receive government assistance, such as Medicaid, food stamps, Supplemental Security Income the Oregon Health Plan or the Subsidized School Lunch Program to qualify.

How to Use Affirmations in Your Daily Life | ArticleBro.com

I remember when I started using affirmations; I had been having some trouble in college with some of my assessments. I only seemed to be having trouble with practical assessments not written ones. One of my course tutors suggested that I might have a self esteem issue.

She came to that conclusion when she observed one of my practicals. She said that I was visibly shaking and that I looked very nervous even terrified during the exam. She said that in her opinion this was affecting how I scored in these tests, and that I should talk to a friend of hers that specialised in helping people with self esteem issues.

So I made an appointment and talked to her friend. This lady was great, she told me about the use of affirmations, and how I needed to focus on my desired outcome. She said it was important that I write my affirmations always in the present tense, and that I recite my affirmations several times a day over and over.

She instructed me that it is of great importance to have a feeling of happiness and joy as you recite your affirmations, and to feel those feelings of joy that you would experience when you had achieved your goal.

I diligently followed her guidelines and came up with 5 affirmations that I would recite to myself over and over as I drove to college/work, at lunch time and before bedtime, and any spare time I had during the day. However, I was instructed to include them into my routine at least three times a day.

I have to say the results were remarkable; I aced my next practical assessment and flew through my finals without any problem. The power of the constant use of affirmations had completely worked for me and continues to work for me in all aspects of my life. So what about you? How can you use affirmations to improve your life?

Well here are some of my tips:

1.) Always write you affirmations in the present tense for example:
?I am so happy and grateful now that money is flowing easily into my life!?
?I am so grateful that I am successful in all that I do!?
?Everything I touch becomes a success!?
?I am a Money Magnet!?
?I work for the most wonderful Boss!?

2.) Aim to keep your affirmations Short and Sweet! This is something that I believe is necessary as keeps your affirmations crisp and easy to include into your Daily routine:
?I have a wonderful and loving husband!?
?I have a wonderful new job that utilises all of my talents!?
?Money flows into my life quickly and easily!?

3.) I also believe (as this has worked for me), to focus on one area of your life at a time. So if want to attract money just focus on wealth affirmations to begin with. And as you begin to see the changes that will happen in this area of your life, with constant use of affirmations and positive happy attitude. Don?t stop!

It is important to keep going, keep using your affirmations until you have completely healed your attitude to money. Again this is what works for me, so feel free to experiment. The main thing is to keep using the affirmations and keep feeling joy, and believe me your life will change for the better!

12 Depression Busters for CaregiversNearly one-third of people caring for terminally ill loved ones suffer from depression according to research from Yale University. About one in four family caregivers meet the clinical criteria of anxiety. And a recent study found that 41 percent of former caregivers of a spouse with Alzheimer?s disease or another form of dementia experienced mild to severe depression up to three years after their spouse had died.

Caregivers are so vulnerable to depression because they often sacrifice their own needs while tending to their loved one and because of the constant stress involved.

So here are 12 tips to help protect you from anxiety and depression and to guide you toward good mental health as you care for a relative.

1. Acknowledge it.

If you haven?t already, say this out loud: ?This sucks.? Call a spade a spade. Granted, you don?t want to ruminate on negative thoughts for too long. But suppressing your emotions ? forcing that positive cap on each and every thought ? can actually do more harm than good. For example, a recent study in the journal ?Psychological Science? reported that people with low self-esteem who told themselves positive statements (?I?m good enough, I?m smart enough, Gosh darn it, people like me!?) actually ended up grumpier and with less self-esteem than before they started. What does this mean? Sometimes the best thing that we can do for our mental health is to be honest. And if you?re a caretaker, that means acknowledging that your situation, well, simply sucks.

2. Educate yourself.

Relieve some of your stress by reading up on your loved one?s condition. I say that because if you?re like me, you?re probably scared. You don?t know what?s coming down the pike. You detest surprises, and ever since your loved one fell ill, your life has been full of these shockers.

There?s no way of eliminating all the surprises, of course, but if you understand the illness(es) of the person you?re nursing, then you can better predict his behavior, and can prepare yourself for what may happen in a month or in a year. You might also consider attending a caregiver training program. A recent study showed significant improvement in the quality of life of caregivers who received training. Finally, two books I recommend are ?The Caregiver Handbook: Powerful Tools for Caregiving? and ?Caregiving: The Spiritual Journey of Love, Loss, and Renewal.?

3. Grab your own oxygen mask.

It always goes back to the ten-second spiel you get right before your plane takes off (or crashes). ?In the event of an emergency, an oxygen mask will drop from the compartment above you. Please fasten your own mask before assisting others.? Or, on Southwest airlines, they say, ?Now would be a good time to choose your favorite kid.?

Taking caring of your own needs is really as important as grabbing your oxygen mask first because you?ll be running out of breath early in the inning if you hold off on breathing until everyone is well. A study published in the ?Journal of the American Medical Association? found that stressed-out older caretakers tending to a sick spouse had a 63 percent risk of death compared to the non-stressed-out caregivers or to lucky folks who don?t have to fetch anyone a glass of water all day long.

4. Schedule a break.

Give yourself a break every day. That DOES NOT mean that you go about your day and grab whatever free 15 minutes you can get ?before the meatloaf is done or the jello is solid ? at which time you sit down to read some depressing headlines in the paper, hoping for no interruptions. That DOES mean scheduling one half-hour every day at the same time of day that you can, guilt-free, put out your ?Off Duty? sign, and during that break no one is allowed to bother you with requests. By taking the same half-hour every day, you have a better shot at convincing your ill loved one that you really are serious about needing some time to yourself.

5. Label your guilt.

I?m not going to tell you to get rid of your guilt. Get real, I?m Catholic! But I am going to advise you to label your guilt as helpful or unhelpful, because I bet you think you?re supposed to own all of it. The negative intrusive thoughts that tell you that you are a loser for not doing more for your loved one? Bye-bye. The voice that says you could be managing all of this mayhem a tad more effectively? Try to tease out some specific suggestions. They might help you come up with ways to better delegate responsibilities or to clean up messes without using so many cuss words.

6. Get organized.

If caregiving is anything like parenting ? and I think it is, except for the fact that kids eventually grow up (a truth that I cling to in moments of desperation) ? a small bit of organization can go a long way.

My June Cleaver role became a tad easier when I implemented some simple household rules like: no TV before 5 pm, one treat a day, no snacks after dinner, and so on. I initially resisted this kind of structure?it?s so not my style?but I have found that it really does facilitate managing kids (and I?ll add in sick ones) ? because they both want things all the time, and that can become very wearisome. If my kids know they can?t watch SpongeBob SquarePants before 5 pm ? and I follow up consistently on that rule (the hard part) ? then they will eventually stop asking. The same goes with a sick mother or wife: if she knows dinner is at 6 every evening, and that Wednesday is pizza day, then you?ve just given her one less thing to whine about. Theoretically, of course.

The Untold Stories: International law, The M23 Insurgency, and ...

The M23?s latest assault on Goma has an international legal consequence and constitutes a set of war crimes. The large-scale military assault launched by M23 on Goma, and the manner in which both Rwanda and M23 forces are fighting this war, raise numerous red flags regarding large scale violations of human rights and international humanitarian law (IHL). Such violations have long characterised the international legal framework in armed conflict; yet despite post-Cold War improvements in the enforceability of international criminal law, in the Congo context those who perpetrate human rights violations and war crimes seem largely immune to legal accountability.
The indictment of the Congo War Lord commonly known as Terminator has proved disastrous and difficult to enforce and the current UN Security Council sanctions against the M23 rebel leader Sultan Makenga is likely to suffer the same fate, yet the Rwandan leaders who have been supporting these conflicts in Congo for almost 2 decades seem not bothered by the continued death of innocent people. The International Community with the largest UN Peace keeping force in the world stationed in Congo, just looked on as the M23 forces matched into Goma without any resistance.
Certainly, international law offers no panacea for the death and destruction of war; nor does most media coverage of the Congo conflict devote more than the scantiest attention to the human rights implications of such violence. International law does, however, provide the most important standard against which the conduct of opposing sides can be judged. Such judgments have political currency, if not during the heat of battle then later. International human rights campaigner Raji Sourani described it in the midst of the current violence, human rights is the ?skin? to protect civilians from the all-out aggression of those who attack them.
International law impacts the present war in Congo in two key ways. One pertains to whether the violence deployed by each side complies with or violates IHL, in particular the Geneva Conventions of 1949 and their Additional Protocol I of 1977. The other, more complicated issue pertains to the assistance the Rwandan government is giving the rebel group M23.
Since the 1996 Rwanda has been involved directly or indirectly in the destabilization of Congo. Rwanda has been denying or giving vague excuses .However, the International Committee of the Red Cross, the official guardian and authoritative interpreter of IHL, has consistently maintained that the Fourth Geneva Convention will be applicable to countries or individuals who support not only rebels but rather all activities that result in the crimes against humanity. This view is endorsed by a vast preponderance of international legal opinion, including United Nations resolutions and the opinion of the International Court of Justice.
Rwanda under Kagame for his personal economic reasons also advances the novel interpretations of IHL in order to project the legitimacy of dubiously legal or patently unlawful practices in his involvement in Congo by arguing that Congo harbors the former militias who committed genocide in Rwanda in 1994. Rwanda?s consistent position over almost 2 decades that Congo harbors militias and as such, Rwanda has to go to Congo any time its coffers are dry, does not hold any legal water in the glass.
This extends to the interpretation that Rwanda?s own conduct is not tightly regulated by IHL when engaged in a war against what they call militias and sometimes terrorists. However, the Geneva Conventions are considered customary international law, and therefore apply any time and place and on any parties who use armed force to wage war on enemies.
The fundamental purpose of IHL is to protect civilians and minimize avoidable harm during armed conflicts. Under IHL, five core principles govern what conduct is lawful in armed conflict. Violations of these constitute grave breaches and thus can be considered war crimes. These principles are: civilian immunity (ie, the prohibition against intentionally targeting civilians or otherwise treating them as combatants); distinction (i.e., the imperative to distinguish between civilians and combatants in military operations, and for combatants to distinguish themselves as such through identifiable dress and insignia and by carrying arms openly); proportionality (ie, the requirement to use force in a manner that is proportionate to the military value of the target); necessity (ie, the obligation to restrict targets or tactics to those necessary to achieve legitimate military goals); and humane treatment (ie, the prohibition of torture, inhumane and degrading treatment of prisoners, and the imperative to guard the rights and interests of ?protected persons?, the legal term for civilians in captured territories)..
Unfortunately, there has been violation of these entire international legal obligations by the rebels in the territory they have captured. Reports have indicated massive killings, abductions of civilians, rape of women and disappearances. Ultimately, no matter how much Rwanda wants to use Rwanda militias in Congo as the political, legal and moral interference in the Congo affairs, its actions and legacy, are not far from those of other states which systematically use violence against civilians. This will be determined by its adherence to or violations of normative interpretations of international law. The longer Rwanda under Kagame continues to kill Congolese directly or by his rebel proxy M23 indiscriminately and with impunity, and the longer it maintains the military and financial illegal support of this notorious rebel group, the more such policies will face greater de-legitimation and opprobrium.

Black Friday Fiscal Cliff Twitter Guide

With the dirty dishes cleared and leftovers safely in the fridge, Americans across the country start looking ahead to the winter holidays the day after Thanksgiving.

But for Congress, there's a pretty big hurdle to handle before the House and Senate can abscond to presents and plum pudding. It's called the fiscal cliff, and according to a recent Pew Research Poll , more Americans are paying attention to it than the scandal surrounding Gen. David Petraeus' resignation.

While talks and deals on budget cuts and tax increases are currently on hold, once the holiday weekend ends, it's time to take to Twitter and follow these folks to learn what's at stake, where each party stands and whether to expect a bipartisan deal for the new year.

These partisan tweeters should give a good idea of where things stand on the House side of Capitol Hill.

@SpeakerBoehner - The official Twitter account for the speaker of the House commends Republican representatives for their work on the fiscal cliff negotiations and retweets relevant articles with a GOP slant. The former VP nominee's other Twitter account, @PaulRyanVP , spent a lot of time tweeting about the need for pro-growth policies and the reduction of government debt. @ChrisVanHollen - As a ranking member on the House Budget Committee, Rep. Van Hollen, D-Md., has tweeted a photo of him discussing the fiscal cliff, a video of his interview on it and vitriolic attacks with the hashtag #DoNothingGOP.

Ranking senators on the fiscal cliff aren't as inclined to tweet as their House counterparts, but here is a couple to keep in your newsfeed.

@ChuckGrassley - The Republican senator from Iowa doesn't tweet many links or videos, but he is outspoken in his digital opinions. "PresObama meets w Congressional leaders tomorrow. I hope it is a serious attempt by PresO to reach bipartisan agreement not a photo op 4tax," Grassley tweeted Nov. 15. In addition to 140-character diatribes on the fiscal cliff, use Grassley's feed to learn about deer hunting, the History Channel and University of Northern Iowa football.

DC on pace for fewer than 100 homicides in 2012

WASHINGTON (AP) ? The crack epidemic that began in the 1980s ushered in a wave of bloodletting in the nation's capital and a death toll that ticked upward daily. Dead bodies, sometimes several in a night, had homicide detectives hustling between crime scenes and earned Washington unwelcome monikers such as the nation's "murder capital." At the time, some feared the murder rate might ascend to more frightening heights.

But after approaching nearly 500 slayings a year in the early 1990s, the annual rate has gradually declined to the point that the city is now on the verge of a once-unthinkable milestone. The number of 2012 killings in the District of Columbia stands at 78 and is on pace to finish lower than 100 for the first time since 1963, police records show.

"It strikes me probably daily as I ride around the city, or sometimes when I'm sitting at home at night, and it's 10 o'clock and my phone's not ringing. Or I get up in the morning, and I go, 'Oh my gosh, I've slept five hours," said Police Chief Cathy Lanier, who joined the department amid violent 1991 street riots. "It strikes me quite often how different things are now."

The drop reflects a downward trend in violent crime nationwide and is in line with declining homicides in other big cities. Though killings have risen in Chicago, New York City officials say homicides dropped to 515 last year from 2,262 in 1990. Houston police reported 198 homicides last year, down from 457 in 1985, while Los Angeles ended last year with fewer than 300 after reporting 1,092 in 1992. Across the country, violent crime reported by police to the FBI fell by 3.8 percent last year from 2010.

Though D.C. is hardly crime-free today, and crime in some categories is even up, the homicide decline is especially notable in a place where grizzly acts of violence ? sometimes not far from the U.S. Capitol ? embodied the worst of the crack scourge.

The number of homicides in this city of more than 600,000 residents averaged about 457 between 1989 and 1994, a staggering rate that attracted unwanted attention. "A war zone? No, Washington, D.C.," was the sub-headline of a 1992 People magazine story, while The Economist in 1995 called it "the violence capital of America." Tony Patterson, a longtime homicide detective, recalled one eight-hour shift when every detective on his squad landed a homicide investigation. Drive-by shootings with multiple victims were common, as were witnesses who'd see something ? but say nothing.

The 1990 arrest of then-Mayor Marion Barry for smoking crack cocaine fed a perception that the city where the nation's laws were made was, itself, lawless.

"If you asked people what would happen first, there'll be a thousand murders in D.C. in a year or there'll be less than a hundred, I think virtually everybody would have said there would be 1,000," said John Roman, a senior fellow at the Washington-based Urban Institute.

Everyone agrees there's no single cause for the trend.

One overarching factor is the city's continued gentrification ? the 2011 median household income of $63,124 is higher than all but four states, census figures show. Whole city blocks have been refashioned, drug dens razed, a Major League Baseball stadium built in place of urban blight, high-rise public housing replaced by less-dense garden style apartments. Though the poverty rate has risen, the growing wealth has pushed impoverished communities farther away from the city center. Some crime has also migrated to neighboring Prince George's County, Md., though homicides are down there too.

"There are just more physical places in Washington, D.C., that are affluent and safe than there used to be," Roman said.

Law enforcement techniques and medical care have advanced at the same time. Improved technology helps officers pinpoint gunfire, even before a 911 call, and share information faster. A police unit dedicated to seizing illegal firearms was re-established and prosecutors, benefiting from the city's strict gun laws, routinely ask that defendants arrested on weapons charges be held without bond ? in part, to head off possible retaliation. Stronger community relationships mean detectives have developed better sources on the street and witness cooperation, police say.

And better medical care, honed through lessons learned in Iraq and Afghanistan, means patients who were once stabilized at the scene are more likely to be taken directly to the hospital, where they have access to improved blood transfusion processes.

"The advances in the way we practice nowadays, I think, probably helps today's trauma patient more so than 20 years ago," said Anthony Shiflett, an acute care trauma surgeon at MedStar Washington Hospital Center.

Still, homicides are but one gauge of a city's safety and an imperfect one too. Crime in other categories has also risen this year from the previous year, including robberies and assaults with a dangerous weapon. There have been headline-making violent crimes in 2012, including the beating and robbery of a man returning home from a Washington Nationals game, the slaying of a taxi driver whose body was found inside his burning cab and, most recently, the fatal stabbing of an 18-year-old inside a subway station after a robbery.

U.S. Attorney Ron Machen, whose office prosecutes homicides, said that while witness cooperation has improved, retaliatory violence remains enough of a concern that he preaches against it during regular school visits.

"We always say, 'You're not going to remember what the argument was about five days from now, let alone five years from now. But you pick up that gun and shoot somebody, if you don't kill them, now they're going to be coming after you,'" he said.

The department doesn't track non-fatal shootings, but the number of aggravated assaults reported to the FBI ? which would encompass such crimes ? dropped from 8,655 in 1992 to 2,949 last year. The toll taken by violence is apparent each Tuesday at the MedStar National Rehabilitation Hospital, where wheelchair-bound survivors gather for support sessions.

"I'm still frightened to a degree to come outside ? day, night, it really don't matter," said Jordon Cook, 31, who was hit by stray gunfire at age 15. "I'm probably going to have to deal with this until the day I die."

The homicide drop is good news for violence-weary residents such as John Harper, who said his street in the historically violent Anacostia neighborhood feels far safer than it did 10 years ago. Still, a fatal shooting last July on his block returned his thoughts to the night in 1999 when his own son was killed in an alley.

"I didn't even want to look over there because it just takes me right back to that day," he said, adding, "A lot of it is starting to come to an end, that behavior is starting to just leave this city ?hopefully for good. I know not all of it, but a lot of it."

Lanier, the police chief, said that in a city visited by millions of tourists annually, a continued downward trend might help alter a lingering perception of the city as a haven for violence.

"It really is about a vibrant, safe city. I want people to not only be safe but to feel safe," she said.

Parrots imitate individuals when addressing them

ScienceDaily (Nov. 21, 2012) ? Whether living with pirates or in the wild, parrots have exceptional abilities to mimic the sounds they hear. One species, the orange-fronted conure, may have evolved this ability in order to communicate with specific individuals in other flocks, according to research published November 21 in the open access journal PLOS ONE by Thorsten Balsby from the University of Aarhus, Denmark and colleagues from the University of Copenhagen.

In the wild, orange-fronted conures live in dynamic flocks where individuals flit in and out, so each parrot encounters many different individuals every day. Each animal also has its own unique call. Both in the wild and in the researcher's experiments, parrots that heard an imitation of their own calls responded more frequently and faster to the calling individual than parrots that did not hear this imitation. Based on these observations, the authors suggest that the parrots may have evolved their abilities as mimics so they could 'begin a conversation' with a specific individual by mimicking their call.
