Education bills | Tempo - News in a Flash

Manila, Philippines ? The House of Representatives has passed on third and final reading two bills that would improve the system of education in the country and give rural youth and high school dropouts a better chance to ?nish secondary studies.

With all members of the chamber voting to approve the two bills, authors of the measures aired hopes that proper implementation of the proposed laws will pave the way for better college opportunities to the youth.

Authored by AAMBIS OWA partylist Rep. Sharon Garin, House Bill (HB) No. 6050 proposes the establishment of rural farm schools in every province as an alternative mode of secondary education.

On the other hand, HB 6086, otherwise known as the proposed ?Open High School System Act,? seeks to establish alternative secondary education for adults and youths through free open high school education through the distance learning system.

Authors of the measure said HB 6086 will encourage self-learning and provide an alternative quality educational system to students through print, television, radio, and computerbased communications, satellite broadcasting, teleconferencing, and other multi-media learning and teaching technologies that allow them to learn on their own pace and time without having to attend conventional classrooms.

The proposed Rural Farm Schools Act will promote the establishment of a complete, adequate, and integrated system of education that will answer the needs of society and encourage non-formal, informal, and indigenous learning system. (Ben R. Rosario)
