TORONTO - Conducting counter-terrorism and marine security operations on open waters thousands of kilometres from home won't stop those on board the HMCS Charlottetown from celebrating Canada Day.

From troops in the Middle East to musicians in England, Canadians abroad are going the extra mile to feel close to home on the nation's birthday.

Canadian Forces members overseas said the holiday makes them feel a bit more homesick than usual, but they take solace in the fact that they are in the company of other Canadians.

"It eases some of the homesickness...but there really is nothing like being home in Ottawa for Canada Day," Sub-Lt. Marsalie Mackenzie said from onboard the HMCS Charlottetown frigate in the Arabian Sea.

"There is some solidarity here with everybody being Canadian, and obviously with the job we do there is that sense of pride."

Mackenzie usually spends Canada Day watching her father play in the Air Force band on Parliament Hill. This year, she and 250 other sailors onboard the HMCS Charlottetown will cap off their patrols by marking July 1 at sea.

"To celebrate we're going to have a flight deck barbecue and the heads of our departments are going to be serving up some hamburgers, french fries and a flight deck movie," she said.

Meanwhile, the 150 Canadian Forces stationed at Camp Phoenix in Kabul have some interesting activities planned ? including an armoured-SUV rope-pull.

"We're on a camp with another 3,000 troops from different countries, so we're showing our Canadian spirit to everybody here," master warrant officer Bruno Cyr said from Kabul, adding that troops will also be given a couple of cold beers.

"We haven't drank any beer for four months, so it will be nice to have two good Canadian beers."

Across the pond, a Canada Day celebration in London's Trafalgar Square is bringing together some top Canadian musicians and thousands of expatriates living in England.

Jeremy Taggart, drummer for Canadian rock band Our Lady Peace, says it's not the first time the group is on tour on Canada Day, but it doesn't stop them from celebrating.

"I think we'll just appreciate Canada Day in London with the thousands of others leading the charge," he said. "It makes you feel great because it's a little slice of how things are at home."

Jacob Hoggard, the front man for Canadian rockers Hedley, said it will be the band's first time performing in London and they will bring a lot of Canadian pride to the stage.

"We're looking forward to it a lot, it's going to be really fun to be playing for a lot of fellow Canadians," he said from Montreal.

Hoggard added that if he wasn't performing in London, he would be attending a friend's Canada Day house-demolishing party in Montreal.

"I would've been there with my chainsaw cutting down holes in his wall."

Halifax-based indie rocker Rich Aucoin said the London concert will be much more interesting than his usual Canada Day plans of barbecuing with friends.

"This is probably going to be the biggest Canada Day celebration of my life funnily enough, even though it's going to take place outside of Canada," he said.

"I feel like being surrounded by a few thousand other Canadians will make it ironically more Canadian than me being on somebody's back deck with a handful of people."

GOP: Obama health care law remains bad policy

A top Republican said today that President Obama's health care law may be constitutional, but it remains bad policy and the GOP will continue trying to repeal it.

"In the middle of a tough economy, President Obama passed a health care law that has made our economy even worse," said Sen. John Barrasso, R-Wyo., in the weekly Republican radio address.

Barrasso, a doctor, said that "by forcing expensive new health care mandates through Congress," Obama has "made it harder for Americans to find good jobs and provide for their families."

The address ran two days after the Supreme Court upheld the law Obama signed in 2010.

Presidential candidate Mitt Romney and other Republicans have vowed to make repeal of the health care law a major issue in the November elections.

Obama said this week that, given the Supreme Court's decision, it is time to move forward with the law designed to provide health insurance to all Americans.

The President and his allies in Congress are going to try to convince the public that the Supreme Court just gave the health care law a seal of approval.

The fact is that this is the same failed policy that won't lower the cost of health care in America.

On Thursday, I was in the courtroom as the Supreme Court ruled that the President's health care law is what the President claimed it was not: a new tax.

President Obama has repeatedly promised, and I quote, 'if you're a family making less than $250,000 a year, my plan,' he said, 'won't raise your taxes one penny.'

Now, all of America knows the truth.

The President's health care law hires more IRS agents to investigate you and to make sure you buy insurance -- but it fails to deal with the shortage of nurses and doctors to actually take care of you.

The President's health care tax is only one of his many broken promises related to this law.

He promised lower health care costs, but they keep going up.

He promised lower insurance premiums, but they've increased $2,400 a family over the past three years.

He promised the law would create jobs, but the Congressional Budget Office projects that 800,000 fewer people will have jobs because of this law.

He promised it wouldn't add a dime to the deficit, but the law calls for trillions of dollars in new spending that Americans don't want.

The President said he would protect Medicare-but instead he raided $500 billion from our seniors on Medicare-not to strengthen Medicare-but to start a whole new government program for someone else.

Even after the Supreme Court ruling was announced, the President said that if you like the insurance you have, you can keep it.

Mr. President, because of your law, many Americans have already lost the health insurance that they had and they liked.

Each broken promise proves that the Supreme Court's ruling did absolutely nothing to improve the President's failed health care law.

It remains unworkable, unaffordable, and very unpopular.

Americans deserve better.

As a doctor who's practiced medicine for 25 years, I know that the health care system in this country is far from perfect. It's one of the reasons I ran for the Senate in the first place.

The goal of health care reform all along should have been to ensure that people get the care they need, from the doctor they choose, at a lower cost.

Under President Obama's health care law, they got the exact opposite-tax increases and government control.

Now we have another chance to reform our health care system and in a way that does not result in higher costs, in fewer choices, and less personal control.

There should be no doubt: Republicans in Congress will fight to repeal the President's failed health care law.

It is a law that is bad for patients, it is bad for the nurses and the doctors who care for those patients, and it's terrible for taxpayers.

In the middle of a tough economy, President Obama passed a health care law that has made our economy even worse.

By forcing expensive new health care mandates through Congress, he's made it harder for Americans to find good jobs and provide for their families.

With unemployment at over 8 percent for over 40 straight months, we cannot afford for this tax to stay in place any longer.

Once we have repealed the law, we will tackle the serious problems that plagued our health care system and are now getting worse.

We will replace this law with real reforms that will actually lower costs and improve access to care.

We will not make the same mistakes the Democrats made.

We will not raise taxes in the middle of a recession.

We will not push through a 2,700 page bill the American people can't afford and don't want.

Unlike President Obama, we will not cut deals behind closed doors to protect special interest groups, or include political carve outs for some states at the expense of others.

What we will do is make sure that our health care system is truly patient-centered, not government-centered.

Republicans in Congress are committed to a step-by-step approach that's focused on lowering the cost of care.

That means commonsense solutions, like allowing premium breaks to encourage healthy behavior.

It means letting consumers buy insurance across state lines, and letting small businesses pool together to offer affordable health insurance to their workers.

It means finally ending the lawsuit abuse that leads doctors to practice defensive medicine by ordering expensive and unnecessary tests.

Now that the Supreme Court has acted, the American people cannot afford for Congress to wait any longer.

It is time for Washington to repeal the President's health care law and replace it with real health care reform.

Army hands over to Egypt's first Islamist president

CAIRO (Reuters) - Mohamed Mursi was sworn in on Saturday as Egypt's first Islamist, civilian and freely elected president, reaping the fruits of last year's revolt against Hosni Mubarak, although the military remains determined to call the shots.

The military council that took over after Mubarak's overthrow on February 11, 2011, formally handed power to Mursi later in an elaborate ceremony at a desert army base outside Cairo.

At the ceremony, Mursi hailed what he called a unique model of "how power is transferred from the Egyptian military forces by the will of the people to an elected, civilian power", praising the army for keeping its promise to do so.

Field Marshal Hussein Tantawi, who saluted Mursi when he arrived at Heikstep army base for the televised occasion, said: "Now we have an elected president who takes over the keys for ruling Egypt through a direct and free vote."

The handover of power to an Islamist by a military that long backed Mubarak and his suppression of the Muslim Brotherhood was just one moment in a day rich in images that told of how much Egypt has changed, as well as the fragility of its transition.

Egypt remains in political limbo, without a constitution, a lower house of parliament or any clarity about the role of a military anxious to stay in the driving seat, as Islamists and others challenge its right to do so.

Mursi, a bearded engineer who turned to the Brotherhood as a graduate student in Los Angeles, is Egypt's first civilian leader since army officers toppled the king in 1952.

For the 84-year-old Brotherhood, banned and repressed by Mubarak, it marks a dramatic reversal of fortunes.

"God is greatest, above all," said Mursi, 60, at Cairo University at the start of a speech after swearing his oath of office at the Supreme Constitutional Court.

"Egypt will not go backwards," Mursi said, pledging to keep the country on a democratic course, but saying it would not "export the revolution" or interfere in the affairs of others.

"We carry a message of peace to the world," Mursi said, reaffirming Egypt's commitment to international agreements, which include its U.S.-brokered 1979 peace treaty with Israel.

Israel has watched the rise of the Brotherhood in Egypt with apprehension since the fall of Mubarak, who staunchly upheld peace with the Jewish state, even if relations were never warm.

Mursi pledged to work to end bloodshed in Syria, scene of the most violent of a string of Arab uprisings.

WRANGLING OVER VENUE

The president was sworn in by the constitutional court, instead of parliament as is usual, because the court dissolved the Islamist-led lower house earlier this month amid a raft of measures to ensure enduring military influence.

The Nile-side constitutional court building where Mursi took his oath is next to the plush military hospital where Mubarak was transferred last week from the prison where he had begun a life term for failing to stop police killings of protesters.

The Brotherhood reluctantly accepted the venue, but in a symbolic riposte, Mursi read his oath on Friday to crowds in Cairo's protest hub, Tahrir Square. He told supporters there that the people were the only source of power, in a dig at the generals who see themselves as the state's ultimate arbiters.

The new president won a standing ovation when he recited his vow for a third time during his speech at Cairo University, delivered from the podium used by U.S. President Barack Obama to reach out to the Islamic world in 2009, early in his term.

An honour guard, artillery salute and the national anthem greeted Mursi at the university, where "No SCAF", the acronym for the ruling Supreme Council of the Armed Forces, was scrawled on a wall visible on television as he drove in.

In the audience were women in full Islamic face veils or headscarves, some waving portraits of "martyrs" killed in the anti-Mubarak uprising. Christian priests sat alongside Muslim clerics and men in suits or robes, some with beards.

When Egypt's military chief Tantawi arrived, some applauded, while others chanted "Down with military rule".

Tantawi's SCAF has guided a chaotic and sometimes bloody transition since Mubarak's overthrow, holding elections, but issuing arbitrary and often contradictory decrees, while the economy shrank, increasing hardship for millions of Egyptians.

An army decree on June 17 clipped presidential powers, denying the head of state his role as supreme commander of the armed forces with the right to decide on war and peace. It also gave SCAF legislative powers until a new parliament is elected, as well as veto rights over the writing of a new constitution.

TUSSLE FOR POWER

Much remains uncertain, with a protracted struggle likely as Islamists seek to roll back the control of a once all-powerful military, as their counterparts in Turkey have done.

An assembly that is supposed to write a new constitution has begun work after its predecessor fell apart amid disputes over whether Islamists were over-represented, in a country with a 10 percent Christian minority and many secular-minded liberals.

Egypt's 82 million people are more polarised than ever.

Mursi narrowly won a run-off vote against Ahmed Shafik, a former air force chief and Mubarak's last prime minister, but many voters were dismayed at having to choose between an Islamist and a man seen as a remnant of Mubarak's era.

Egypt will find it hard to attract the investment, loans and foreign aid it needs to revive an economy blighted by months of turmoil and uncertainty until political stability returns.

The International Monetary Fund's head, Christine Lagarde, called Mursi to discuss Egypt's economic challenges and how the IMF can best help, an IMF spokeswoman said on Friday.

Lagarde hailed Mursi's election as "an important step forward in Egypt's transition", but the Fund has set no date for a staff visit to discuss a proposed $3.2 billion IMF loan, pending the formation of a new government.

In Tahrir, where demonstrators have camped out for weeks to demand an end to military rule, one man said the protest would go on. "We will not leave until parliament is restored and the president gets all his authorities," said Mahmoud Arafa, 41.

Arafa, a shopkeeper from Shabin al-Kom in the Nile Delta, said he wanted Mursi to fulfil the promises he made for his first 100 days in office. "If he cannot, we will help him."

The Muslim Brotherhood's programme calls for swift measures with an immediate social impact, pledging to get traffic moving, restore security, collect rubbish, and clear bottlenecks in the distribution of subsidised bread, petrol and cooking gas.

"For the first time in my life I feel we have elected a leader through our own free will," said Mustafa Abu Hanafi, 31, an unemployed computer engineer from Giza.

"When someone graduates he's supposed to have a job," he said. "You always needed 'wasta' (connections). Under Mursi this will change ... He's one of us."
