OAKLAND, Calif. (AP) ? Missing some of their biggest playmakers and unable to get the ball into the end zone for much of the day, the Oakland Raiders managed to hold the Chicago Bears and their fill-in quarterback in large part because of their kicking game.
Sebastian Janikowski kicked a team-record six field goals, Shane Lechler had an 80-yard punt and neutralized ace returner Devin Hester and the Raiders took advantage of three interceptions from Chicago's Caleb Hanie to beat the Bears 25-20 Sunday.
"Those guys are game-changers," quarterback Carson Palmer said. "There's not many punter-kicker combinations in the league ... they're can't be a better one."
Janikowski made field goals of 40, 47, 42, 19, 37 and 44 yards to break the team record he shared with Jeff Jaeger.
Lechler controlled field position all game with a 49.2 yard net average, pinning the Hester and the Bears inside the 20 on three of five punts and booming the team-record 80-yarder over his head with a boot that generated "oohs" and "aahs" from the crowd and his teammates.
The only remaining ties to the Raiders teams that won three straight division titles from 2000-02 were a major reason why Oakland (7-4) remained alone in first in the AFC West.
"Our two kickers are fantastic," coach Hue Jackson said. "There's not another punter or kicker in the National Football League I would ever want to have on the football team. I said to the team when this was over, those were the two men who were here the last time this team was 7-4. Those guys have a lot to do with it. They did a tremendous job."
Palmer threw for 301 yards and Michael Bush iced the game with a touchdown run in the fourth quarter to lead the Raiders to their third straight win against a Bears team missing starting quarterback Jay Cutler.
Hanie struggled in his first career start for the Bears (7-4) in place of Cutler, who broke his right thumb last week in Chicago's fifth straight win to put a major obstacle into what had been a promising season.
Hanie, who nearly led a comeback in last season's NFC title game, had thrown only 14 regular-season passes since signing as an undrafted free agent in 2008 and looked like a career backup for much of this game.
Hanie completed 18 of 35 passes for 254 yards and three interceptions, including a crushing one late in the first half when the Bears were deep in Oakland territory and on the verge of taking the lead.
"I was a little antsy early on," Hanie said. "A little bit too amped, I feel like. Just kind of felt a little pressure and sailed it on him."
But Hanie also threw two TD passes, including a 5-yarder to Kellen Davis with 2:11 to play that cut the deficit to 25-20. That was set up by an 81-yarder to Johnny Knox.
The game ended when Hanie botched a spike play with 4 seconds left at his 46. Instead of immediately spiking the ball to stop the clock, he took an extra step back and hesitated, leading to a game-ending intentional grounding call.
"We should have won that football game based on the way our offense played," linebacker Brian Urlacher said. "We didn't play well enough on defense. We gave up too many big plays, didn't get enough takeaways. That's why we didn't win."
Bush was held to 69 yards on the ground by Chicago's strong defense and Palmer was sacked four times and threw an interception as the Raiders missed injured big-play threats Darren McFadden, Jacoby Ford and Denarius Moore.
But they made up for it on special teams, headed by Janikowski and Lechler. The Raiders did not shy away from the dangerous Hester, holding him to 7 yards on two punt returns. He didn't get a chance on the 80-yarder as Lechler sailed it over his head once he saw the returner creeping up too far.
"I caught him in a vulnerable position," Lechler said. "It was going to be all or nothing and it was all."
Hanie managed to drive the Bears into field goal range on that drive and Robbie Gould's 53-yard field goal cut Oakland's lead to 18-13 with 7:17 to play.
The Raiders answered with Palmer throwing a 47-yard pass to Louis Murphy on third-and-4 from midfield to set up Bush's 3-yard TD run with 3:47 remaining.
Hanie's three first-half interceptions put the Bears in a 12-7 hole despite his 29-yard TD pass to Knox. The Bears had a chance to take the lead when they drove to the 7 late in the first half.
Hanie attempted a throwback screen to Davis that was tipped by Aaron Curry and went right to Kamerion Wimbley, who returned it 83 yards before being dragged down by a horse-collar tackle by Lance Louis. Oakland settled for a 19-yard field goal.
"We knew coming into this game that he lacked experience but we knew that he could still make plays, as you saw in the Green Bay title game last year," Routt said. "We knew he still had the ability to make us look bad and come out of here with the W if we didn't take care of business."
Notes: Bush's TD gave Oakland's its first points in the fourth quarter since Oct. 9 at Houston. ... Knox had 278 total yards with 145 coming on his four catches and 133 on four kick returns.

T-Mobile Springboard 4G
At the crest of a wave of highly anticipated 7-inch tablets, you may have missed Huawei?s T-Mobile Springboard 4G. It lacks the hype of the Amazon Kindle Fire?($199, 4 stars) or the Barnes and Noble Nook Tablet?($249, 4 stars), but the Springboard is worth considering if you're looking for a tablet with 3G connectivity?something those other tablets are missing. Unlike the Kindle Fire and Nook Tablet?s heavily modified Android 2.3 software, the Springboard runs Android Honeycomb 3.2, joining the Acer Iconia Tab A100 ($329.99, 4 stars) in a growing lineup of smaller-screen Honeycomb tablets. The Springboard outclasses the Iconia Tab A100, with its slick aluminum chassis, beautiful IPS display, and above-average battery life. But with a new version of Android coming and competition stepping up, it's just harder to get a four-star rating than it was when we reviewed the A100 this summer.
Pricing and Design
The Springboard comes in a 16GB model that T-Mobile offers for $179.99 with a two-year contract, or $429.99 sans contract. The contract price requires you to pay at least $50 per month for your first 20 months, which gets you 2GB of data with no overages, but reduced speeds if you go beyond 2GB. For many users, a simple Wi-Fi connection will be enough, and any additional data can be bought on a pay-as-you-go basis. T-Mobile offers no-contract prepaid plans in MonthPass and WeekPass options, ranging from $10 for 7 days with 100MB, to $50 for 30 days with 3GB. The $429.99 off-contract price is higher than the Springboard's main competitors, the Samsung Galaxy Tab 7.0 Plus ($399), the Acer Iconia Tab A100, the Barnes & Noble Nook Tablet, and Kindle Fire. However none of those offer a cellular data option, and all but the Galaxy Tab have less onboard storage.
Fitting comfortably in a single hand, the Springboard feels solidly built and substantial. Its aluminum body is reminiscent of the iPad 2 ($499, 4.5 stars), using a smooth nearly-unibody construction with two plastic pieces attached to the back. At 7.5 by 5.1 by 0.4 inches and 14.1 ounces, the tablet is heavier than the 13.9-ounce Iconia Tab A100 and on par with the Kindle Fire and Nook Tablet.? When held in portrait mode, the top edge of the tablet houses two small speakers and a standard 3.5-mm headphone jack.? The speakers are fair and produced decent audio output in my tests, but like with most tablets, to get the best results, you'll need headphones or an external speaker.
The Power button and volume rocker sit towards the top of the right edge. A power jack, micro HDMI port, and micro USB port for connecting to computers can be found on the bottom edge. The Springboard comes with 16GB of onboard storage, expandable up to 48GB with up to a 32GB microSD card. The microSD slot and SIM card slot can both be found under the bottom plastic panel on the back. ?
?Though T-Mobile touts it as a 4G tablet, we class the Springboard's HSPA+ 14.4 connection as 3G. But that's OK. It's still fast. (More on speed and performance in a minute.) The tablet also supports Wi-Fi 802.11b/g/n and I was able to connect to protected networks easily. The Springboard also supports Bluetooth 2.1 with A2DP, which made it easy to connect to wireless headphones or speakers. The Springboard can double as a mobile hotspot and I had no trouble browsing the Web, streaming Netflix, and downloading files on multiple devices.
The 7-inch 1280-by-800-pixel IPS touch-screen display is a pleasure to look at. Colors are vivid, with deep blacks and very sharp text. The viewing angles were considerably wider than on the Iconia Tab A100. I found the screen to be brighter than the Kindle Fire with both at max brightness. The Kindle Fire?s 1024-by-600 display is good, but the Springboard?s higher pixel density made reading on the screen easier. The screen is responsive and I rarely had to press more than once to register touches. One minor problem I found was that the bottom bezel, in portrait mode, is touch sensitive, causing a good amount of accidental clicks, inadvertently exiting apps or going back in the browser.
OS and Performance
The Springboard runs stock Android Honeycomb 3.2, with a few preloaded, removable apps and widgets from T-Mobile. This includes apps such as T-Mobile TV, Lets Golf 2, and Blockbuster, none of which were very useful. Other than that, if you've seen Honeycomb, there's nothing new here to note. The Galaxy Tab 7.0 Plus has a smoother interface and apps run more fluidly on Samsung?s 7-inch tablet.
As far as third-party apps go, the Android-tablet-specific app selection still pales in comparison with Apple?s iPad app collection, and those tablet-specific apps are tougher to find in the Android Market. Given the smaller screen size, phone apps scale well on the Springboard, but until Google overhauls its app store to cater to tablet users, Android is at a distinct disadvantage. Tablet-specific apps such as StumbleUpon look great and took advantage of the screen real estate. Phone-specific apps like Facebook worked well enough, but there was a lot of room for improvement.
Under the hood, Huawei went with a 1.2GHz dual-core Qualcomm MSM8260 S3 Snapdragon processor.? Overall the Springboard felt very snappy and responsive, though I did notice some occasional choppy scrolling during my testing.? Apps loaded quickly and I was able to seamlessly switch between multiple running apps with ease. In our benchmarks the Springboard bested the Iconia Tab A100 on all but the Browsermark test. The HSPA+ 14.4 wasn?t what we consider 4G, but it turned in respectable speeds averaging 6.6Mbps down and 1.3Mbps up in Ookla?s Speedtest.net app. ?
The Springboard has a 1.3-megapixel front-facing camera and a 5-megapixel rear-facing camera. The front-facing camera is on the top right corner when you hold the tablet in portrait mode, and its placement makes for odd video-chatting angles. Both still photo and video quality were disappointing. Even in good lighting conditions, there was noticeable noise in images. Test shots were grainy, with color speckles obscuring fine details when zoomed in. Outdoor shots were also problematic, with overexposed bright backgrounds and underexposed shadows. The rear-facing camera shot 720p video, but at jerky frame rates ranging from 15-25 frames per second. Video recorded with the front-facing camera had an out-of-sync audio track, rendering it video almost completely useless. Using Google?s Talk app to video chat produced choppy and out-of-sync video, ruling it out as a viable means for communication.
T-Mobile rates the Springboard's 4100mAh battery at up to 7 hours of continuous use and 12 hours on standby.? In our battery test, a continuous looping video with Wi-Fi on and screen brightness at 100 percent, the Springboard lasted 5 hours, 16 minutes. That's better than the Iconia Tab A100?s 3 hours, 53 minutes and more than the Kindle Fire?s 4 hours, 55 minutes, but shorter than most 10-inch tablets with bigger batteries, such as the iPad 2, which lasted 7 hours, 30 minutes.
Conclusions
The T-Mobile Springboard 4G offers a great 7-inch tablet experience in a high-quality design, as long as you're willing to write off the camera. The aluminum construction and excellent display outclass the Acer Iconia Tab A100. But at $430 without a contract, the Springboard is pricier than most other 7-inchers, including the Samsung Galaxy Tab 7.0 Plus at $400. The Galaxy Tab 7.0 is lighter, but it also has a lower-resolution 1,024-by-600-pixel display. Whether that's enough to justify the higher price tag will depend on consumers, but with the price of the Springboard approaching iPad levels, T-Mobile may have a hard time moving its newest tablet.
We gave the Acer Iconia Tab A100 four stars this summer, but competition has stepped up since then, especially in the form of the low-cost Kindle Fire and Nook Tablet. Those two tablets are considerably less-expensive options, with solid features, tighter ecosystems, and more-user-friendly interfaces. If media consumption and light Web browsing are all you are looking for, our Editors' Choice for small tablets, the Amazon Kindle Fire is a better choice. The Springboard isn't a bad tablet especially if you need one with 3G, but at its $430 off-contract price, it falls in a gray area between the high-end iPad 2 and the budget-friendly Kindle Fire. It is well made and feature-rich, but ultimately it doesn't provide enough to draw consumers away from either end of the spectrum.?

ISLAMABAD (AP) ? Pakistan has blocked vital supply routes for U.S.-led troops in Afghanistan and demanded Washington vacate a base used by American drones after coalition aircraft allegedly killed 24 Pakistani troops at two posts along a mountainous frontier that serves as a safe haven for militants.
The incident Saturday was a major blow to American efforts to rebuild an already tattered alliance vital to winding down the 10-year-old Afghan war. Islamabad called the bloodshed in one of its tribal areas a "grave infringement" of the country's sovereignty, and it could make it even more difficult for the U.S. to enlist Pakistan's help in pushing Afghan insurgents to engage in peace talks.
A NATO spokesman said it was likely that coalition airstrikes caused Pakistani casualties, but an investigation was being conducted to determine the details. If confirmed, it would be the deadliest friendly fire incident by NATO against Pakistani troops since the Afghan war began a decade ago.
A prolonged closure of Pakistan's two Afghan border crossings to NATO supplies could cause serious problems for the coalition. The U.S., which is the largest member of the NATO force in Afghanistan, ships more than 30 percent of its non-lethal supplies through Pakistan. The coalition has alternative routes through Central Asia into northern Afghanistan, but they are costlier and less efficient.
Pakistan temporarily closed one of its Afghan crossings to NATO supplies last year after U.S. helicopters accidentally killed two Pakistani soldiers. Suspected militants took advantage of the impasse to launch attacks against stranded or rerouted trucks carrying NATO supplies. The government reopened the border after about 10 days when the U.S. apologized. NATO said at the time the relatively short closure did not significantly affect its ability to keep its troops supplied.
But the reported casualties are much greater this time, and the relationship between Pakistan and the U.S. has severely deteriorated over the last year, especially following the covert American raid that killed Osama bin Laden in a Pakistani garrison town in May. Islamabad was outraged that it wasn't told about the operation beforehand.
The government announced it closed its border crossings to NATO in a statement issued after an emergency meeting of the Cabinet's defense committee chaired by Pakistani Prime Minister Yousuf Raza Gilani.
It also said that within 15 days the U.S. must vacate Shamsi Air Base, which is located in southwestern Baluchistan province. The U.S. uses the base to service drones that target al-Qaida and Taliban militants in Pakistan's tribal region when they cannot return to their bases inside Afghanistan because of weather conditions or mechanical difficulty, said U.S. and Pakistani officials, speaking on condition of anonymity to discuss sensitive strategic matters.
The government also plans to review all diplomatic, military and intelligence cooperation with the U.S. and other NATO forces, according to the statement issued after the defense committee meeting.
The White House said that senior U.S. civilian and military officials had expressed their condolences to their Pakistani counterparts.
The White House statement said the officials expressed "our desire to work together to determine what took place, and our commitment to the U.S.-Pakistan partnership which advances our shared interests, including fighting terrorism in the region."
The White House statement did not address Pakistan's decision to block supply routes for the war in Afghanistan or its demand that the U.S. vacate the drone base.
The Pakistani army said Saturday that NATO helicopters and fighter jets carried out an "unprovoked" attack on two of its border posts in the Mohmand tribal area before dawn, killing 24 soldiers and wounding 13 others. The troops responded in self-defense "with all available weapons," an army statement said.
Pakistan army chief Gen. Ashfaq Parvez Kayani condemned the attack, calling it a "blatant and unacceptable act," according to the statement.
A spokesman for NATO forces, Brig. Gen. Carsten Jacobson, said Afghan and coalition troops were operating in the border area of eastern Afghanistan when "a tactical situation" prompted them to call in close air support. It is "highly likely" that the airstrikes caused Pakistani casualties, he told BBC television.
"My most sincere and personal heartfelt condolences go out to the families and loved ones of any members of Pakistan security forces who may have been killed or injured," Gen. John Allen, the top overall commander of U.S. and NATO forces in Afghanistan, said in a statement.
The border issue is a major source of tension between Islamabad and Washington, which is committed to withdrawing its combat troops from Afghanistan by the end of 2014.
Much of the violence in Afghanistan is carried out by insurgents who are based just across the border in Pakistan. Coalition forces are not allowed to cross the frontier to attack the militants. However, the militants sometimes fire artillery and rockets across the line, reportedly from locations close to Pakistani army posts.
American officials have repeatedly accused Pakistani forces of supporting ? or turning a blind eye ? to militants using its territory for cross-border attacks. But militants based in Afghanistan have also been attacking Pakistan recently, prompting complaints from Islamabad.
The two posts that were attacked Saturday were located about 1,000 feet (300 meters) apart on a mountain top and were set up recently to stop Pakistani Taliban militants holed up in Afghanistan from crossing the border and staging attacks, said local government and security officials.
There was no militant activity in the area when the alleged NATO attack occurred, local officials said. Some of the soldiers were standing guard, while others were asleep, they said, speaking on condition of anonymity because they were not authorized to talk to the media.
Pakistan army spokesman Maj. Gen. Athar Abbas said map references of all of the force's border posts have been given to NATO several times.
Pakistan's prime minister summoned U.S. Ambassador Cameron Munter to protest the alleged NATO strike, according to a Foreign Ministry statement. It said the attack was a "grave infringement of Pakistan's sovereignty" and could have serious repercussions on Pakistan's cooperation with NATO.
Munter said in a statement that he regretted any Pakistani deaths and promised to work closely with Islamabad to investigate the incident.
The U.S., Pakistan, and Afghan militaries have long wrestled with the technical difficulties of patrolling a border that in many places is disputed or poorly marked. Saturday's incident took place a day after a meeting between NATO's Gen. Allen and Pakistan army chief Gen. Ashfaq Parvez Kayani in Islamabad to discuss border operations.
The meeting tackled "coordination, communication and procedures ... aimed at enhancing border control on both sides," according to a statement from the Pakistani side.
The U.S. helicopter attack that killed two Pakistani soldiers on Sept. 30 of last year took place south of Mohmand in the Kurram tribal area. A joint U.S.-Pakistan investigation found that Pakistani soldiers fired at the two U.S. helicopters prior to the attack, a move the investigation team said was likely meant to notify the aircraft of their presence after they passed into Pakistani airspace several times.
A U.S. airstrike in June 2008 reportedly killed 11 Pakistani paramilitary troops during a clash between militants and coalition forces in the tribal region.

Office holiday parties 2011: Tamer, less booze

For some workers, the office holiday party is a scaled-back affair.

The company holiday party is slowly returning, but its new incarnation reflects the lingering effects of the recession on corporate America: This year's parties will be smaller, more casual and less boozy.
"There used to be a lot more lavish alcohol displays ? things like martini luges where you would pour alcohol into the top of an elaborate ice carving and it would land in your glass," said Todd Fiscus, owner of Todd Events, which has produced events for clients ranging from Gatorade to Jay-Z. In a sign of the times, he says, companies today are more likely to?host a Western-themed "hoedown" instead of a black-tie blowout.?
According to outplacement consultancy?Challenger, Gray & Christmas, 68 percent of companies will hold a holiday party this year, roughly flat with last year and up six percentage points from 2009, when the economy and holiday party bookings were at a trough.
As 2011 winds down, companies have more reason to celebrate: Most have come through the worst of the economic downturn and are setting their sights on 2012. They're shifting their focus from survival to motivating and retaining their remaining employees.?
"Companies in the recession were fighting for survival, and they cut back on a lot of things," said Challenger CEO John Challenger. "That loosened the ties that people have to the company. Now they're in the process of carefully trying to win back some of that loyalty or at least commitment they lost when times were tough."
The financial crisis that began in September 2008 brought many companies' holiday party plans to a screeching halt. Many canceled because they couldn't afford a bash or because layoffs and other austerity measures made the prospect of a party look unseemly or irresponsible.
"It's?really hard to justify a holiday event in the aftermath of layoffs," said Richard Coughlan, associate professor of management at the University of Richmond. "The remaining employees will think, 'What are the priorities of the firm?'"
Even companies where lavish events were the norm bowed to the pressure. Investment bank Goldman Sachs, which canceled its holiday party in 2008, upped the ante in 2009 with an edict that employees were not allowed to gather in groups of a dozen or more for dinner on the company dime.
Coughlan said cost is still the main consideration that dictates the where, when and whether-or-not of a corporate holiday party. "We're seeing a lot more companies deciding to hold the parties not at some ritzy venue, but many of them are doing them at their headquarters," which can save a lot of money, he said.
Some businesses?are switching from nighttime to daytime events and forgoing a band or DJ in favor of a school band or choir performing Christmas carols. Fiscus said some companies are bringing back the holiday party ? but only for top executives. ?
Alcohol is another area targeted by still-frugal managers. According to a survey conducted by outplacement consulting firm?Amrop Battalia Winston, nearly a quarter of all holiday parties this year won't include anything stronger than soft drinks. That's down three percentage points from last year and is a far cry from 2000, when 90 percent of holiday parties featured booze. At parties where employees can still get their drink on, they may have to choose from only beer and wine or a limited selection of cocktails rather than a full bar.?
Some companies are spending as much as they were before the recession, but these expenditures are camouflaged.?Conspicuous consumption is still out of favor, which means jettisoning the champagne bar and crystal-studded decor, Fiscus said. The menu might be enchiladas and chicken-fried steak instead of filet mignon and shrimp,?but the company might make up for that by booking a terrific band.
"Instead of making it a winter fantasy party ? they might make it a party where everybody could wear jeans," he said. "It's not that they necessarily spent less, but the party feels different."?
"There's no flowing champagne and caviar," said?Dale Winston, Amrop's chairwoman and CEO.?"Even the companies that are doing well are sensitive to the period of austerity that's going on in the country. It's a sign of the times."

China factory sector shrinks most in 32 months (Reuters)
BEIJING (Reuters) ? China's factory sector shrank the most in 32 months in November on signs of domestic economic weakness, a preliminary PMI survey showed, reviving worries that China may be slipping toward a hard landing and fuelling fears of a global recession.
The steep fall in the HSBC flash purchasing managers' index (PMI) to 48 in November from 51 in October largely reflected domestic weakness as both output and new orders shrank even as export orders continued to grow.
The flash PMI, the earliest readout of China's industrial activity, was the lowest since March 2009 and suggests the factory sector contracted during the month. A PMI reading of 50 demarcates expansion from contraction.
The PMI unnerved financial markets already roiled by the euro zone debt crisis and a downward revision in U.S. economic growth and underscored expectations that Beijing will lean more on policies to support growth than ones to fight inflation.
"They are not going to want this to go too far," said Tim Condon, head of Asia research at ING in Singapore. "I'm not sure if it (PMI) is a tipping point but I think it adds to the evidence."
Beijing has already announced some selective steps, geared to small business, to support the economy. HSBC said evidence in the PMI of a sharp drop in inflationary pressures meant Beijing had room for more selective measures if need be.
"There remains no need to panic," HSBC economist Qu Hongbin said. "Easing inflation provides room for more easing measures, which will keep China on track for a soft landing."
The sub-indexes for input and output prices dropped around 10 points each to below 50 to lows last seen in April 2009.
HSBC said the output sub-index tumbled to a 32-month low of 46.7, a steep drop from October's final reading of 51.4 and new orders suffered the biggest drop in 1-1/2 years to sink well below 50.
Qu said the PMI data suggested industrial output growth in China will moderate in coming months to an annual rate of 11-12 percent, a pace not seen since 2009 when China was pulling out of the global financial crisis. Output has averaged close to 14 percent this year.
The final PMI reading for November may be slightly higher than the flash number, a comparison of the data shows.
HSBC has reported a flash PMI, which captures up to 90 percent of total responses, since February.
On five occasions, the final PMI reading was higher than the flash reading; twice it was lower and the other two months it was unchanged.
Kevin Lai, senior economist at Daiwa in Hong Kong, said the PMI data showed China's industrial production had started to contract on a month-on-month basis.
"We see a 25 percent probability of a hard landing in the first quarter of next year," he said, meaning growth of less than 8 percent.
GLOBAL GROWTH COOLS
The Australian dollar fell to a six-week low after the data on concern that demand growth from Australia's biggest trading partner and export market will ease.
Asia shares outside of Japan dropped more than 2 percent and U.S. S&P stock futures lost further ground as China's PMI added to the risk of a global recession.
A downward revision to U.S. third-quarter growth data on Tuesday had already put markets under pressure.
Vice Premier Wang Qishan is convinced the world is heading into a major downturn, saying at the weekend that a "chronic" global recession was "certain", the most dire reading from a senior Chinese policymaker to date.
Similar flash PMI surveys for the euro zone released later on Wednesday reinforced recession fears by showing the bloc's private sector contracted for a third month in November.
The World Bank forecast on Tuesday that growth in the world's biggest economy after the United States would slip to 9.0 percent in 2011 and then to 8.4 percent in 2012, adding "the risks are tilted to the downside.
China's export growth hit an eight-month low in October as industrial output grew at its weakest in a year. Up to a third of Hong Kong's 50,000 or so factories in China could downsize of shut by the end of this year, the Federation of Hong Kong Industries said this month.
The exuberant Chinese property market is also coming off the boil, a factor HSBC said had weighed on the PMI. Average home prices ticked lower in October for the first time this year and property sales fell.
"Worse is yet to come," Conita Hung, head of equity research of Delta Asia Financial Group, said after the data. "Companies involved in shipping, exports and even banking and finance will be affected."
Most analysts argue that China will keep to a policy Beijing has dubbed "fine tuning", under which it offers support to parts of the economy.
These measures have included support for small businesses. In the latest move, the central bank effectively cut reserve requirements for five rural banks in eastern Zhejiang province -- a cradle of private enterprise -- sources with knowledge of the matter said.
Broader measures, such as a rate cut, are not warranted unless the downturn becomes much more serious.
"We're not witnessing a collapse yet," said Connie Tse, an economist at Forecast in Singapore. "Policymakers are going to rely on selective fine-tuning measures."
BANK RESERVE CUT POSSIBLE
More aggressive policy easing measures are not needed because China's exposure to western demand is less now than it was during the 2008-2009 downturn and its dependence on exports for growth is lower, Qu at HSBC said.
The underlying strength of the industrial sector is also stronger, he suggested.
"It's not like 2008," Ting Lu of Bank of America/Merrill Lynch said.
"This is not as bad. There's no need for China to be in a hurry to roll out measures. The central bank needs to become more flexible and watch the unfolding crisis. It's not the time for them to change policy stance."
Still, like some other analysts, Condon said the selective measures could spread to broader measures in the months ahead as the economy weakens, so a cut in nationwide bank reserve requirements, currently a record high of 21.5 percent for big banks, may be on the cards within three months.
Wang Hu, an economist of Guotai Junan Securities in Shanghai, agreed but said a bank reserve cut could come by the end of the year.
Chinese policymakers will also be wary of easing policy too quickly for fear of reigniting inflation after a long battle.
Consumer inflation dropped from a three-year high in July of 6.5 percent to 5.5 percent in October, raising hopes the peak has passed.
"Inflation risks are still on the radar," said Tse. "It'll be premature for the PBOC to loosen on the macro front."

Deficit deal failure would pose crummy choice

If the deficit-cutting supercommittee fails, Congress will face a tough choice. Lawmakers can allow payroll tax cuts and jobless aid for millions to expire or they extend them and increase the nation's $15 trillion debt by at least $160 billion.
President Barack Obama and Democrats on the deficit panel want to use the committee's product to carry their jobs agenda. That includes cutting in half the 6.2 percent Social Security payroll tax and extending jobless benefits for people who have been unemployed for more than six months.
Also caught up in what promises to be a chaotic legislative dash for the exits before the holidays next month is the need to pass legislation to prevent an almost 30 percent cut in Medicare payments to doctors who treat the elderly. Several popular tax breaks also expire at year's end.
A debt plan from the supercommittee, it was hoped, would have served as a sturdy vehicle, immune from Senate procedural rules requiring 60 votes to advance legislation to a final vote, to tow all of these expiring provisions into law. But if the panel fails, as appears likely with Wednesday's deadline nearing, a dysfunctional Congress will have to sort it all out.
There's no guarantee it all can get done, especially given the impact of those measures on the spiraling debt.
Instead of cutting the deficit with a tough, bipartisan budget deal, Congress could pivot to spending enormous sums on expiring big-ticket policies.
If lawmakers rebel against the cost, as is possible, they would bear responsibility for allowing policies such as the payroll tax cut, enacted a year ago to help prop up the economy, to lapse.
Last year's extensions of jobless benefits and first-ever cut in the payroll tax were accomplished with borrowed money.
The 2 percent payroll tax cut expiring in December gave 121 million families a tax cut averaging $934 last year at a total cost of about $120 billion, according to the Tax Policy Center.
Obama wants to cut the payroll tax by another percentage point for workers at a total cost of $179 billion and reduce the employer share of the tax in half as well for most companies, which carries a $69 billion price tag.
"The notion of imposing a new payroll tax on people after Jan. 1 in the midst of this recession on working families is totally counterproductive," said Sen. Dick Durbin of Illinois, the No. 2 Democrat in the Senate.
Letting extended jobless assistance expire would mean that more than 6 million people would lose benefits averaging $296 a week next year, with 1.8 million cut off within a month.
Economist say those jobless benefits ? up to 99 weeks of them in high unemployment states ? are among the most effective ways to stimulate the economy because unemployed people generally spend the money right away.
"We will have to address those issues," Durbin said.
Extending benefits to the long-term unemployed would cost almost $50 billion under Obama's plan. Preventing the Medicare payment cuts to doctors for an additional 18 months to two years would in all likelihood cost $26 billion to $32 billion more.
Lawmakers also had hoped to renew some tax breaks for business and prevent the alternative minimum tax from sticking more than 30 million taxpayers with higher tax bills. Those items could be addressed retroactively next year, but only increase the uncertainty among already nervous consumers and investors.
This time, Obama wants them to be paid for. But a move by Democrats to try to finance jobs measures with hundreds of billions of dollars in savings from drawing down troops in Iraq and Afghanistan has gotten a cold shoulder from top Republicans.
"I've made it pretty clear that those savings that are coming to us as a result of the wind-down of the war in Iraq and the war in Afghanistan should be banked, should not be used to offset other spending," said House Speaker John Boehner. He did not address whether war savings could be used to extend expiring tax cuts.
Those savings are the natural result of national security strategies unrelated to the federal budget. Deficit hawks say tapping into them is simply an accounting gimmick.
"It's just the worst of all worlds if that were to happen," said Maya MacGuineas, president of the Committee for a Responsible Federal Budget.
But without the war money at their disposal, lawmakers simply can't pay for the payroll tax cut and jobless benefits. Liberals such as Durbin are fine with employing deficit financing, especially if the alternative is playing Scrooge just before the holidays.
"Many people will hate to go home for Christmas saying to the American people, 'Merry Christmas, your payroll taxes go up 2 percent Jan. 1 and unemployment benefits are cut off.'"

"The investigation is moving swiftly but also deliberately," Noble County Sheriff Stephen Hannum and Prosecutor Clifford Sickler said in a news release announcing the charges. They said the teen was arrested Wednesday and remained in custody.
The officials said no further information would be released because a judge on Friday had issued a gag order. Authorities had said the order was sought by the attorney for a juvenile suspect who wanted to keep authorities and prosecutors from speaking about what the lawyer described as a "highly sensational" case.
Cadaver dogs found the body of a Florida man this week in a grave in a remote area outside Caldwell, a small village about 80 miles east of Columbus, after a jobseeker from South Carolina was shot but ran away through the woods, Hannum said.
An Ohio woman said a man showed up at her home covered in blood after being shot and told her he hid in the woods until dark and then went to her farmhouse because it was the first well-lighted house he saw.
Rose Schockling has a farmhouse on a hill in the tiny village of Fulda in rural southeastern Ohio.
The man told Schockling he answered a Craigslist job ad and was told he'd be erecting fences for a cattle farm.
Schockling says the man was lucky he went the way he did because there were no houses for more than 2 miles in the other direction.
Suspects taken into custody
The sheriff said previously that two men had been taken into custody. The Akron Beacon Journal identified as suspects a 52-year-old man from Akron, about 90 miles away, and a 16-year-old student from Stow-Munroe Falls High School in the Akron area.
Jail officials said they could not confirm that they were holding an inmate who was a suspect in the case.
Stow-Munroe Falls Superintendent Russ Jones identified the juvenile suspect as a 16-year-old junior at the high school. On Friday, Jones declined to elaborate on the teen's background or activities but said there was no security issue at the school.
"The incident in question originated from Noble County, which is in southeastern Ohio, had nothing to do in any way, shape or form with any of our students or staff nor at school grounds," he said.
Hannum said the South Carolina man escaped from the remote area on Nov. 6 and went to police, who later found a hand-dug grave that they believe had been intended for him.
The man had been told to carry his belongings to Ohio because he'd be living at the farm, and investigators believe robbery was the motive, he said.
Five days later, authorities received a call from the Florida man's twin sister, concerned that her brother had not been heard from since Oct. 22 in Parkersburg, W.Va., the sheriff said. The twin, in Boston, said her brother had responded to what she believed was the same Craigslist ad, which sought a caretaker for cattle on a 688-acre farm.
Investigators then found the Florida man's body.
Authorities had said an autopsy on the Florida man was being performed Thursday. A message seeking comment was left Friday for the Noble County coroner.

Sexwale: Blatter's comments 'problematic'

JOHANNESBURG (AP) -FIFA President Sepp Blatter was wrong to say that racism in football could be solved with handshakes and his comments were "problematic" and "damaging," the South African politician dragged into the uproar said Friday.
Tokyo Sexwale, the former anti-apartheid activist pictured hugging Blatter on FIFA's website, also said he wanted to believe that the use of his image was not "damage control" by Blatter and world football's ruling body.
"My picture is used from time to time by FIFA," Sexwale said. "I don't want to suspect any motive behind the utilization of that picture, but I indicated that perceptions, impressions could be created worldwide in certain circles worldwide that this was an attempt to damage control or to clean one's image."
But Sexwale, who is also a member of FIFA's Committee for Fair Play and Social Responsibility, was not willing "to kick a man when he is down" and had accepted Blatter's apology for the comments.
However, he strongly disagreed with the sentiments expressed by world football's highest figure apparently downplaying the seriousness of racism in the football.
"You can't wash it (racism) away with a handshake," Sexwale said. "Once you use a racial slur, it doesn't go away. You can't exchange it with a jersey. You can't mitigate it with a handshake."
A Robben Island prisoner alongside Nelson Mandela during apartheid and now a South African government minister, Sexwale said he could feel that Blatter was sorry for his comments when he spoke to the FIFA president by telephone earlier Friday.
Blatter's comments unleashed a firestorm of criticism against him and the FIFA president has now said sorry.
"I could tell that this was a man full of contrition," Sexwale said of the phone conversation. "It was Blatter himself. You could feel that this was a man that is sorry. This furore, I don't think it's a small thing for such a powerful, powerful person."
Blatter apologized publicly on Friday, saying he "deeply regretted" using "unfortunate words" earlier this week in the TV interview when he said players could put racist abuse behind them with a handshake after the match.
"The statements that Mr. Blatter uttered were problematic," Sexwale said at his office in Johannesburg. "I think that when Mr. Blatter said 'let's shake hands to do away with that,' I want to believe that he was genuine. I think it was a mistake, and that's why I'm saying it's unfortunate."
While saying Blatter should not be "crucified" for what he said, Sexwale noted it was "quite damaging."
"I was very concerned myself," Sexwale said. "This is a big story. FIFA is a huge organization worldwide. Blatter is a very big man, and to bend his knee is important.
"Such statements are quite damaging but the magnitude in terms of the damage cannot be known. We will see as the situation progresses."
Sexwale said Blatter's future and any further action against him - including whether or not he should lose his job - was now a matter for FIFA's executive committee.

Active weather in the East will gradually wind down on Thursday as the cold front affecting the region moves eastward through the Eastern Seaboard and exits the Atlantic Coast. Heavy rain and thunderstorms in the Mid-Atlantic and New England areas are expected to lighten up during the morning hours and end during the afternoon. Meanwhile, showers and thunderstorms in the Southeast will conclude throughout the day.
As this front exits, high pressure in the nation 1/4's mid-section will fill in across the East with drier and cooler weather conditions. Temperatures in the Eastern Seaboard are expected to drop by up to 10-15 degrees on Thursday and Friday. This cool high pressure system will also maintain chances of lake effect rain and snow showers in areas downwind of the Great Lakes during the afternoon and evening hours.
In the West, snow and low elevation rain showers will persist in parts of the Northern Intermountain West and the Northern Rockies, while onshore flow and cold front maintains light precipitation in the Pacific Northwest. Some of this precipitation will spread into northern California throughout the day. Temperatures in the Lower 48 states Wednesday have ranged from a morning low of -18 degrees at West Yellowstone, Mont. to a high of 92 degrees at Edinburg, Texas
